
Spain Advances Hydrogen Production and Energy Storage with New EU-backed Laws
February 9, 2026Spain is gearing up to supercharge its hydrogen production and energy storage game, mixing fresh laws, regional shake-ups and hefty EU support. This January, Sara Aagesen, Spain’s Ecological Transition Minister, has spilled the beans on a big hydrogen law that lines up with the EU’s hydrogen package and sets the stage for regulated markets in green hydrogen and other green gases.
Financing the Transition
The European Commission has given the green light to a cool €3.1 billion in state aid for super-efficient power plants, with a rule that at least 10% of the gas they burn must be renewable hydrogen. Meanwhile, Brussels chipped in another €650 million for cross-border energy links, covering eight hydrogen ventures. Back home, Spain’s post-pandemic recovery plan has earmarked over €3 billion for hydrogen programmes—cementing its spot as a frontrunner in green hydrogen and energy storage.
Regional Highlights
A trio of autonomous communities is racing ahead with new storage rules to lure in investors:
- Galicia (Law 5/2025): Now treats electricity storage as public-interest infrastructure. About 30 projects are in the pipeline, two of which in Vigo and Malpica have already got the thumbs up. Plus, the 5 MW/20 MWh Sungrow Renewables plant in Sanxenxo is powering roughly 2,000 homes each year.
- Andalusia (Law 4/2025): Declared storage a strategic regional asset. Its 77.6 MW ST Cerrillo project in Málaga is up for public consultation, while battery stars like BESS La Vega (10.5 MW/24 MWh) and Solacor TES1 (60 MW/310 MWh) are advancing with EU co-funding.
- Valencian Community (Decree-Law 14/2025): Launched a fast-track system for “priority projects for energy transition.” Over 500 MW of storage schemes are waiting for the green light. The 63 MW El Tello plant by X-ELIO Energy just got environmental approval, and Endurance Motive is gearing up a 50 MWh system. Fifteen proposals also landed €44.5 million in FEDER grants.
Technologies on the Move
Renewable Hydrogen Production banks on electrolysis, using wind and solar power to split water into hydrogen and oxygen—zeroing out carbon emissions compared to steam methane reforming. Spain’s upcoming hydrogen law will require new gas plants to blend in at least 10% renewable hydrogen.
Battery Energy Storage Systems (BESS) soak up extra renewable power when supply’s high and release it during peak hours, keeping the grid balanced. Capacities under way range from 5 MWh in Sanxenxo to 310 MWh at Solacor TES1.
Combined Heat and Power (CHP) Plants are getting an overhaul to burn biogas, biomethane and hydrogen, so they can capture waste heat for district heating and industry—pushing efficiencies toward 80%.
Hybrid Energy Storage pairs batteries with wind and solar farms to cut transmission losses and fine-tune charge cycles. It’s on show in Endurance Motive’s hybrid system in Valencia.
Green Gas Certification rolls out a unified tracking system for hydrogen, biomethane and other renewables. It makes proving sustainability a lot simpler—and chops down compliance costs.
Impacts and Trade-offs
On the upside, we’re seeing real industrial decarbonization—€415 million in grants, a third of it for shipping and aviation hydrogen—and a grid makeover aiming for 20 GW of storage by 2030, boosting regional economies with FEDER funds and a stronger supply chain. But there’s a catch: new storage and hydrogen hubs can spark land-use clashes in rural areas, and rolling out hundreds of megawatts of batteries requires hefty grid upgrades. Hydrogen auctions also depend on EU budgets and juggling regional rules can trip up developers. Plus, green gas certification—while streamlining tracking—adds some extra hoops.
Looking Ahead
With new laws kicking in and projects moving full steam ahead—from Galicia’s fully operational BESS to Andalusia’s and Valencia’s fast-track rollouts—Spain is setting itself up to hit a 55% emissions cut by 2030 and full climate neutrality by 2050. By syncing solid EU funding with clear regional perks and a national hydrogen law, the country is well on its way to cementing its reputation as Europe’s go-to hub for green hydrogen and large-scale energy storage.
